Coralie Chan, MPH—a lead consultant with Cristobal Consulting—spent nearly a decade at Kaiser Permanente in prominent roles encompassing research, quality improvement initiatives to address health inequities, and community benefit investment strategies to improve access to high quality primary and behavioral health care. Coralie received a Bachelor's of Political Science and Spanish from the University of Washington and a Master's of Public Health Policy and Management from Columbia University.
CONSULTANT
Khoa Ngo, JD, MPH, consults with Cristobal Consulting in the subject areas of process improvement, IT implementation, program evaluation, and payment strategy. Previously, he worked as an attorney specializing in health plan regulation, management, and governance. Khoa is committed to promoting health equity and access to care, and exploring how incentives and policy can be leveraged within health systems to improve care quality.
CONSULTANT
Frank Mewborn, MA—a principal and founder of the Bay Area Lean Institute—consults with Cristobal Consulting. His primary area of expertise is the application of Lean principles to reduce waste, improve workflows, and engage employees in continuous improvement. Previously, Frank spent four years as a senior principal consultant with Kaiser Permanente’s National Performance Improvement Institute. Prior to Kaiser, Frank spent 25 years on the research faculty at the Georgia Institute of Technology. Frank holds a Bachelors of Industrial Engineering and a Masters of Industrial Management from Georgia Tech. He is a Lean/Six Sigma Black-Belt.

Amy Smith, RN, JD—a principal and founder of the Bay Area Lean Institute—consults with Cristobal Consulting. Her primary area of expertise is transforming front line clinical departments to highly efficient and reliable teams. Previously Amy spent 21 years with Kaiser Permanente. Most recently she managed the Surgery and Reconstructive Plastic surgery clinics in the Walnut Creek facility. Amy has a BSN from Mount Saint Mary’s College in Los Angeles (holding a public health certificate) and a JD from the University of La Verne College of law in La Verne, CA. She is licensed with the California State Bar as an attorney and the California Board of Registered Nursing. Her nursing background includes pediatrics, home health, and general medical-surgical nursing.

ADMINISTRATIVE ASSISTANT
Sarah Windels consults in the areas of office and administrative management, and executive support. Her versatility infuses problem-solving tools from experiences and interests including city planning, community development, social policy, architecture, design and photography. Sarah enjoys connection – connecting people, connecting ideas, and connecting resources. Her current focus on health care and youth education stem from her interest in helping to shape the future for her two children. Sarah has a Bachelor of Science degree in Urban and Regional Studies from Cornell University.
